Construction Certificates

A Construction Certificate confirms that the detailed construction documentation is consistent with the development consent and complies with the Building Code of Australia. It must be obtained before any building work begins.

Overview

Where a project is approved by development application, a Construction Certificate is the bridge between consent and commencement. It verifies that the construction-stage drawings, specifications and engineering details give effect to the consent and meet the National Construction Code.

Assessment is undertaken in accordance with the Environmental Planning and Assessment Act 1979 and the Environmental Planning and Assessment (Development Certification and Fire Safety) Regulation 2021. The certifier checks that conditions of consent required to be satisfied before a CC have been addressed, and that the documentation is adequate for the work proposed.

For class 2, 3 and 9c buildings, the Design and Building Practitioners Act 2020 requires regulated designs and compliance declarations to be lodged on the NSW Planning Portal before a Construction Certificate can be issued.
